It was introduced on January 5, 2000 and referred to the Senate Education committee. The committee held a public hearing on January 12, 2000. The committee recommended that the Senate pass it. On February 3, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 10, 2000 and was referred to the House Education committee. The committee held a public hearing on March 8, 2000. The majority of the committee recommended that the House pass it by a vote of 15–1, and the report was placed on the consent calendar.
