The Story

It was introduced on January 5, 2000 and referred to the Senate Education committee. The committee held a public hearing on January 12, 2000. The committee recommended that the Senate pass it. On February 10, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 10, 2000 and was referred to the House Education committee. The committee held a public hearing on March 8, 2000. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On April 13, 2000 the House voted to pass it, then referred it on to the House Finance committee. The committee held a public hearing on April 25, 2000. The committee held work sessions on May 9, 2000 and May 10, 2000. The majority of the committee recommended that the House pass it by a vote of 22–1, and the report was placed on the consent calendar. On May 17, 2000 the House voted to pass it. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4617) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 1, 2000, making it Chapter 215 of the session laws. It took effect on July 31, 2000.
