The Story

It was introduced on July 1, 1999 and referred to the Senate Public Affairs committee. The committee held a public hearing on September 1, 1999. The committee recommended that the Senate pass it. On February 3, 2000 the Senate voted to lay it on the table on a voice vote. On February 3, 2000 the Senate voted to pass it with changes on a voice vote. A floor amendment (3368), offered by Sen. Fraser, was adopted on a voice vote on February 3, 2000, changing the text of the bill. It crossed to the House on February 10, 2000 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on February 22, 2000. The committee held work sessions on March 17, 2000, March 21, 2000 and April 4, 2000. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 9–8. On May 17, 2000 the House voted to kill it on a voice vote.
