The Story
It was introduced on February 18, 1999 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 6, 1999. The committee recommended that the Senate pass it with changes. On January 13, 2000 the Senate adopted “recomit” on a voice vote, on a motion by Sen. D' Allesandro. The committee recommended that the Senate pass it with changes. On February 3, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 10, 2000 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 8, 2000. The committee held work sessions on April 4, 2000, April 5, 2000, April 18, 2000 and April 25, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On May 17, 2000 the House voted to pass it with changes. On May 18, 2000 the Senate adopted “Requests C of C” on a voice vote. On May 18, 2000 the House adopted “House Acceded to req for Conf Comm”. The governor signed it on June 21, 2000, making it Chapter 311 of the session laws. It took effect on January 1, 2001.
