The Story

It was introduced on February 18, 1999 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 22, 1999. The committee recommended that the Senate pass it. On April 29, 1999 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate send it back to committee. On June 29, 1999 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it. On February 3, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 10, 2000 and was referred to the House Finance committee. The committee held a public hearing on April 4, 2000. The committee held work sessions on April 5, 2000 and April 27, 2000. The majority of the committee recommended that the House pass it by a vote of 21–2. On May 18, 2000 the House voted to pass it on a voice vote. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor signed it on May 31, 2000, making it Chapter 212 of the session laws. It took effect on May 31, 2000.
