- Status: Veto overridden, became law
- Term: 1999-2000
- House committee: Finance
- Senate committee: Ways and Means
- Subject: State Government
- Chapter law: 328
The Story
It was introduced on January 28, 1999 and referred to the Senate Ways and Means committee. The committee held a public hearing on April 9, 1999. The committee recommended that the Senate pass it. On May 13, 1999 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On June 8, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on June 9, 1999 and was referred to the House Finance committee. The committee held a public hearing on June 21, 1999. The majority of the committee recommended that the House send it back to committee by a vote of 10–5. On June 29, 1999 the bill was referred to the Finance committee. The committee held work sessions on September 9, 1999 and September 21, 1999. The committee met in executive session on October 14, 1999 to vote on its recommendation. The majority of the committee recommended that the House kill it by a vote of 16–8. On January 6, 2000 the House rejected a motion to send it back to committee on a division vote 60–259. On January 6, 2000 the House voted to pass it with changes on a voice vote. On May 18, 2000 the Senate adopted “Sen. Below Concur With House Amendment” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4790) was adopted to correct technical errors found after passage. On July 12, 2000 the Senate voted 18–5 to override the governor's veto on a roll call, meeting the two thirds threshold. On July 12, 2000 the House voted 243–71 to override the governor's veto on a roll call, meeting the two thirds threshold. It became law over the governor's veto on July 12, 2000, as Chapter 328. The governor had vetoed it, and the Senate and the House each overrode the veto by a two-thirds vote, which under Part II, Article 44 of the state constitution makes it law without the governor's signature.
