The Story

It was introduced on January 28, 1999 and referred to the Senate Insurance committee. The committee held a public hearing on April 12, 1999. The committee recommended that the Senate pass it. On May 13, 1999 the Senate voted to lay it on the table. On May 20, 1999 the Senate adopted “Remove From Table” on a voice vote. On May 20, 1999 the Senate voted to pass it on a voice vote. On May 20, 1999 the Senate failed “OT3rdg” on a roll call 11–11 and ordered it to a third reading. On May 20, 1999 the Senate failed “Remove From Table” on a roll call 10–10, on a motion by Sen. Wheeler. On May 20, 1999 the Senate again adopted “Remove From Table” on a voice vote. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it. On June 8, 1999 the Senate voted to pass it on a voice vote 18–4 and ordered it to a third reading. It crossed to the House on June 9, 1999 and was referred to the House Commerce committee. The committee held a public hearing on June 15, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 14–0, and the report was placed on the consent calendar. On June 22, 1999 the bill was referred to the Commerce committee. The committee held work sessions on September 22, 1999, October 5, 1999, October 12, 1999 and October 19, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On January 5, 2000 the House adopted “Recommitted to Commerce” on a voice vote. The committee held a work session on January 12, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 11–1. On January 27, 2000 the House voted to pass it with changes on a voice vote. The bill was enrolled on February 3, 2000 — the final check of the text before it goes to the governor. On February 10, 2000 the Senate adopted “Enrolled Bill Amendment” on a voice vote. The bill was enrolled on February 17, 2000 — the final check of the text before it goes to the governor. The governor signed it on February 18, 2000, making it Chapter 14 of the session laws. It took effect on April 18, 2000.
