The Story
It was introduced on January 28, 1999 and referred to the House Transportation committee. The committee held a public hearing on March 10, 1999. The majority of the committee recommended that the House pass it unanimously, 20–0, and the report was placed on the consent calendar. On March 25, 1999 the House voted to pass it. It crossed to the Senate on April 14, 1999 and was referred to the Senate Transportation committee. The committee held a public hearing on May 4, 1999. The committee recommended that the Senate send it back to committee. On June 29, 1999 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes (amendment 3019). On January 13, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On February 3, 2000 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on February 10, 2000 — the final check of the text before it goes to the governor. The governor signed it on February 16, 2000, making it Chapter 7 of the session laws.
