The Story
It was introduced on January 5, 2000 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 18, 2000. The committee held work sessions on February 2, 2000, February 15, 2000 and February 23, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On March 23, 2000 the House voted to pass it with changes. It crossed to the Senate on March 23, 2000 and was referred to the Senate Environment committee. The committee held a public hearing on April 25, 2000. The committee recommended that the Senate pass it with changes (amendment 4229). On April 27, 2000 the Senate adopted “Committee Report Ought to Pass with Amendment” on a voice vote and ordered it to a third reading. On May 18, 2000 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 1, 2000, making it Chapter 220 of the session laws.
