It crossed to the Senate on March 16, 2000 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 9, 2000. The committee recommended that the Senate pass it. On May 18, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading.
