It was introduced on February 16, 1999 and referred to the House Education committee. The committee held public hearings on March 15, 1999 and March 24, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 17–1. On April 29, 1999 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on June 7, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 16–0, and the report was placed on the consent calendar.
