- Status: Signed into law
- Term: 1999-2000
- House committee: Criminal Justice and Public Safety
- Senate committee: Education

The Story
It was introduced on February 16, 1999 and referred to the House Education committee. The House withdrew that referral and sent the bill to the Criminal Justice and Public Safety committee instead. The committee held a public hearing on March 24, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 14–0, and the report was placed on the consent calendar. On April 29, 1999 the bill was referred to the Criminal Justice and Public Safety committee. The committee held work sessions on August 25, 1999 and September 22, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On January 5, 2000 the House voted to pass it with changes. It crossed to the Senate on January 13, 2000 and was referred to the Senate Education committee. The committee held a public hearing on March 8, 2000. The committee recommended that the Senate pass it with changes (amendment 4462). On May 11, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 17, 2000 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor signed it on May 30, 2000, making it Chapter 194 of the session laws. It took effect on January 1, 2001.
