- Status: Veto overridden, became law
- Term: 1999-2000
- House committee: Environment and Agriculture
- Senate committee: Environment
- Subject: Environment - Administration
- Chapter law: 326
The Story
It was introduced on February 16, 1999 and referred to the House Environment and Agriculture committee. The committee held a public hearing on March 17, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 14–0, and the report was placed on the consent calendar. On April 22, 1999 the bill was referred to the Environment and Agriculture committee. The committee held work sessions on August 11, 1999, September 15, 1999 and October 13, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 18–0. On January 5, 2000 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on January 11, 2000. The committee held a work session on January 26, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 25–0. On February 10, 2000 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 17, 2000 and was referred to the Senate Environment committee. The committee held public hearings on March 23, 2000 and April 4, 2000. The committee recommended that the Senate pass it with changes (amendment 4012). A floor amendment (4035), offered by Sen. Russman, was adopted on a voice vote on April 6, 2000, changing the text of the bill. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it. On May 18, 2000 the Senate adopted “Committtee Report Ought to Pass” on a voice vote and ordered it to a third reading. On May 18, 2000 the House voted to reject the other chamber's changes. On May 23, 2000 the Senate adopted “Sen. Russman Acede to House Request for C of C” on a voice vote. A committee of conference met on May 25, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report” on a voice vote. On May 31, 2000 the Senate adopted “Conf. Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor. The governor vetoed it on June 21, 2000. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2000 the House voted 255–82 to override the governor's veto on a roll call, meeting the two thirds threshold. On July 12, 2000 the Senate voted 14–7 to override the governor's veto on a roll call, meeting the two thirds threshold. It became law over the governor's veto on July 12, 2000, as Chapter 326. The governor had vetoed it, and the House and the Senate each overrode the veto by a two-thirds vote, which under Part II, Article 44 of the state constitution makes it law without the governor's signature.
