The Story
It was introduced on February 11, 1999 and referred to the House Children and Family Law committee. The committee held a public hearing on March 10, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 13–0, and the report was placed on the consent calendar. On March 25, 1999 the bill was referred to the Children and Family Law committee. The committee held work sessions on June 24, 1999, July 6, 1999, October 7, 1999 and October 12, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 16–1. On January 6, 2000 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 13, 2000 and was referred to the Senate Education committee. On February 17, 2000 the Senate adopted “Senator McCarley Vacate From Education to Judiciary” on a voice vote. The committee held a public hearing on March 29, 2000. The committee recommended that the Senate pass it with changes (amendment 4565). On May 18, 2000 the Senate adopted “Committee Report Ought to Pass with Amendment” on a voice vote. A floor amendment (4573), offered by Sen. Trombly, was adopted on a voice vote on May 18, 2000, changing the text of the bill. On May 18, 2000 the Senate adopted “Div.”. On May 18, 2000 the Senate voted to lay it on the table on a voice vote. On May 18, 2000 the Senate adopted “Sen. Squires Motion to Remove from table” on a voice vote. On May 18, 2000 the House voted to reject the other chamber's changes. On May 18, 2000 the Senate adopted “Sen. Pignatelli Accede to House Request for C of C” on a voice vote. A committee of conference met on May 24, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the Senate adopted “Sen. Trombly Special Order” on a voice vote. On May 31, 2000 the Senate adopted “Conf. Comm Report”. On May 31, 2000 the House adopted “Conf Comm Report” on a roll call 165–158. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4772) was adopted to correct technical errors found after passage. The governor vetoed it on June 21, 2000. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2000 the House voted 132–207 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
