The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On January 5, 2000 the House voted to pass it with changes. It crossed to the Senate on January 13, 2000 and was referred to the Senate Insurance committee. The committee held a public hearing on March 21, 2000. The committee recommended that the Senate pass it. On March 23, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on March 30, 2000 — the final check of the text before it goes to the governor. The bill was enrolled on April 6, 2000 — the final check of the text before it goes to the governor. The governor signed it on April 17, 2000, making it Chapter 54 of the session laws. It took effect on June 16, 2000.
