On April 22, 1999 the House voted to pass it on a roll call 193–137, then referred it on to the House Finance committee. The majority of the committee recommended that the House pass it with changes by a vote of 17–2. On June 22, 1999 the House adopted “Moved to June 23 session without objection”. A committee of conference met on March 28, 2000, April 11, 2000, May 10, 2000, May 17, 2000 and May 23, 2000 to try to settle the differences between the two chambers' versions of the bill.
