The Story

It was introduced on January 28, 1999 and referred to the House Finance committee. The committee held a public hearing on March 11, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 18–6. The committee's amendment (1317) was adopted on a voice vote on June 16, 1999, changing the text of the bill. A floor amendment (1405), offered by Reps McGuirk & J Pratt, was rejected on a roll call 135–201 on June 16, 1999. A floor amendment (1404), offered by Rep McGuirk et al, was adopted on a roll call 181–155 on June 16, 1999, changing the text of the bill. On June 16, 1999 the House voted to pass it with changes on a roll call 173–166. On June 16, 1999 the House failed “Reconsider” on a roll call 156–176. On June 17, 1999 the Senate adopted “Rule Suspension” on a voice vote, on a motion by Sen. Below. The committee held a public hearing on October 15, 1999. The committee recommended that the Senate pass it with changes. On January 13, 2000 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee held a public hearing on January 28, 2000. The committee recommended that the Senate make no recommendation. On February 3, 2000 the Senate voted to lay it on the table. On March 30, 2000 the Senate rejected a motion to lay it on the table. On March 30, 2000 the Senate adopted “Sen Gordon Ought to Pass” on a roll call 15–8. The committee recommended that the Senate make no recommendation. On April 6, 2000 the Senate voted to pass it on a voice vote. On April 6, 2000 the Senate rejected a motion to lay it on the table and ordered it to a third reading. On May 18, 2000 the Senate adopted “Sen. Trombly Motion OTP” on a voice vote. On May 18, 2000 the Senate adopted “OT3rdg” on a roll call 18–5 and ordered it to a third reading. On May 18, 2000 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor vetoed it on May 31, 2000. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2000 the House voted 278–63 to override the governor's veto on a roll call, meeting the two thirds threshold. On July 12, 2000 the Senate voted 12–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
