It was introduced on January 28, 1999 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 3, 1999. The bill was taken off the consent calendar on April 14, 1999. On April 14, 1999 the bill was referred to the Criminal Justice and Public Safety committee. The committee held work sessions on August 25, 1999, September 15, 1999 and October 26, 1999.
