The Story

It was introduced on January 28, 1999 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 1, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 15–0, and the report was placed on the consent calendar. On May 25, 1999 the bill was referred to the Municipal and County Government committee. The committee held work sessions on August 11, 1999, August 25, 1999, September 8, 1999, September 22, 1999, October 6, 1999 and October 14, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On January 5, 2000 the House voted to pass it with changes. It crossed to the Senate on January 13, 2000 and was referred to the Senate Public Affairs committee. The committee held a public hearing on February 23, 2000. The committee recommended that the Senate pass it with changes (amendment 3996). On April 6, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 17, 2000 the House voted to agree to the other chamber's changes on a division vote 252–62. The bill was enrolled on May 25, 2000 — the final check of the text before it goes to the governor. The governor signed it on May 30, 2000, making it Chapter 193 of the session laws. It took effect on July 29, 2000.
