The Story

It was introduced on January 28, 1999 and referred to the House Public Works and Highways committee. The committee held a public hearing on March 3, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 16–0, and the report was placed on the consent calendar. On March 30, 1999 the bill was referred to the Public Works and Highways committee. The committee held work sessions on September 1, 1999, September 15, 1999, September 30, 1999 and October 20, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 15–2. On January 5, 2000 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on January 13, 2000. The committee held work sessions on January 27, 2000 and February 2, 2000. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 15–10. On February 10, 2000 the House voted to pass it on a division vote 186–135. It crossed to the Senate on February 17, 2000 and was referred to the Senate Education committee. The committee held a public hearing on March 15, 2000. The committee held a work session on April 5, 2000. The committee recommended that the Senate pass it with changes (amendment 4553). On May 18, 2000 the Senate adopted “Committee Report Ought to Pass with Amendment” on a voice vote and ordered it to a third reading. On May 18, 2000 the House voted to reject the other chamber's changes. On May 18, 2000 the Senate adopted “Sen. McCarley Accede to House Request for C of C” on a voice vote. A committee of conference met on May 24, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report” on a voice vote. On May 31, 2000 the Senate adopted “Conf. Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 21, 2000, making it Chapter 282 of the session laws. It took effect on June 21, 2000.
