The committee held work sessions on March 2, 1999 and March 30, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On May 25, 1999 the House voted to pass it with changes. It crossed to the Senate on May 27, 1999 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on June 15, 1999. The committee recommended that the Senate pass it. On June 17, 1999 the Senate voted to lay it on the table on a voice vote. On November 3, 1999 the Senate adopted “Remove From Table” on a voice vote. The committee recommended that the Senate pass it.
