It was introduced on January 7, 1999 and referred to the House Education committee. The committee held a public hearing on February 3, 1999. The committee held work sessions on February 9, 1999 and March 3, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 18–0, and the report was placed on the consent calendar. On March 18, 1999 the bill was referred to the Education committee. The committee held work sessions on September 28, 1999 and October 13, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 5, 2000. On January 5, 2000 the House adopted “Special Order to Jan 6” on a voice vote. On January 6, 2000 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 13, 2000 and was referred to the Senate Education committee. The committee held a public hearing on March 8, 2000. The committee recommended that the Senate pass it with changes (amendment 3957). On April 20, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 17, 2000 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4616) was adopted to correct technical errors found after passage. The governor signed it on June 1, 2000, making it Chapter 214 of the session laws. It took effect on July 31, 2000.
