The Story

It was introduced on January 7, 1999 and referred to the House Finance committee. The committee held a public hearing on January 20, 1999. The majority of the committee recommended that the House kill it by a vote of 23–1. On April 1, 1999 the House adopted “Recommitted to Finance” on a division vote 232–113. The majority of the committee recommended that the House send it back to committee unanimously, 16–0. On June 29, 1999 the bill was referred to the Finance committee. The committee held work sessions on September 15, 1999, September 29, 1999 and October 13, 1999. The majority of the committee recommended that the House kill it by a vote of 21–1. On January 6, 2000 the House rejected a motion to kill it on a roll call 118–222. On January 6, 2000 the House adopted “Special Order to Jan 13” on a voice vote. On January 13, 2000 the House voted to pass it with changes on a roll call 197–134. It crossed to the Senate on January 13, 2000 and was referred to the Senate Ways and Means committee. The committee held a public hearing on February 11, 2000. The committee recommended that the Senate kill it. On March 16, 2000 the Senate adopted “Sen Below Sub. Motion OTP” on a roll call 13–9. On May 4, 2000 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 11, 2000 — the final check of the text before it goes to the governor. The governor vetoed it on May 19, 2000. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2000 the House voted 256–77 to override the governor's veto on a roll call, meeting the two thirds threshold. On July 12, 2000 the Senate voted 10–13 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
