The Story

It was introduced on January 13, 2000 and referred to the House Transportation committee. The committee held a public hearing on February 8, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 14–1, and the report was placed on the consent calendar. On March 9, 2000 the House voted to pass it with changes. It crossed to the Senate on March 16, 2000 and was referred to the Senate Transportation committee. The committee held a public hearing on April 11, 2000. The committee recommended that the Senate pass it with changes (amendment 4410). On May 11, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 17, 2000 the House voted to reject the other chamber's changes on a voice vote. On May 18, 2000 the Senate adopted “Accedes to house request for C of C” on a voice vote, on a motion by Sen. Gordon. A committee of conference met on May 24, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the Senate adopted “Conf Comm Report” on a voice vote. On May 31, 2000 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4784) was adopted to correct technical errors found after passage. The governor signed it on June 21, 2000, making it Chapter 306 of the session laws. It took effect on June 21, 2000.
