The Story

It was introduced on January 5, 2000 and referred to the House Commerce committee. The committee held a public hearing on February 23, 2000. The committee held work sessions on March 7, 2000 and March 8, 2000. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it, by a vote of 11–7. On March 30, 2000 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 6, 2000 and was referred to the Senate Insurance committee. The committee held a public hearing on April 25, 2000. The committee recommended that the Senate pass it with changes (amendment 4505). On May 18, 2000 the Senate adopted “Committee Report Ought to Pass with Amendment” on a voice vote. A floor amendment (4590), offered by Sen. Fraser, was adopted on a voice vote on May 18, 2000, changing the text of the bill. On May 18, 2000 the House voted to reject the other chamber's changes. On May 18, 2000 the Senate adopted “Sen. Wheeler Accede to House Request for C of C” on a voice vote. A committee of conference met on May 24, 2000 and May 25, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report”. On May 31, 2000 the Senate adopted “Conf. Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4768) was adopted to correct technical errors found after passage. The governor signed it on June 21, 2000, making it Chapter 304 of the session laws. It took effect on June 21, 2000.
