The Story
It was introduced on January 5, 2000 and referred to the House Judiciary committee. The committee held a public hearing on February 2, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On February 24, 2000 the House voted to pass it with changes. It crossed to the Senate on March 9, 2000 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 1, 2000. The committee recommended that the Senate pass it with changes (amendment 4493). On May 18, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 18, 2000 the House voted to reject the other chamber's changes. On May 23, 2000 the Senate adopted “Sen. Squires Accede to House Requets for C of C” on a voice vote. A committee of conference met on May 24, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report”. On May 31, 2000 the Senate adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 21, 2000, making it Chapter 301 of the session laws. It took effect on June 21, 2000.
