The Story
It was introduced on January 5, 2000 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 19, 2000. The committee held work sessions on January 26, 2000, February 8, 2000 and February 16, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 13–2. On February 24, 2000 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on March 7, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 24–1, and the report was placed on the consent calendar. On March 29, 2000 the House voted to pass it with changes. It crossed to the Senate on April 6, 2000 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on May 2, 2000. The committee recommended that the Senate pass it with changes (amendment 4337). On May 11, 2000 the Senate adopted “Committee Report Ought to Pass with Amendment” on a voice vote and ordered it to a third reading. On May 18, 2000 the House voted to reject the other chamber's changes. On May 23, 2000 the Senate adopted “Sen. Cohen Accede to House Request for C of C” on a voice vote. A committee of conference met on May 25, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report”. On May 31, 2000 the Senate adopted “Conf. Comm Report” on a voice vote. On May 31, 2000 the Senate voted to pass it. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 21, 2000, making it Chapter 298 of the session laws. It took effect on July 1, 2000.
