HB 1548-FN (2000)

abolishing the death penalty.

  • Status: Vetoed, override failed
  • Term: 1999-2000
  • House committee: Criminal Justice and Public Safety
  • Senate committee: Judiciary
  • Subject: Crimes, Criminal Procedure and Corrections

The Story

It was introduced on January 5, 2000 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 26, 2000. The majority of the committee recommended that the House make no recommendation. On March 9, 2000 the House voted to pass it on a roll call 191–163. It crossed to the Senate on March 16, 2000 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 24, 2000. The committee recommended that the Senate pass it. On May 18, 2000 the Senate adopted “Committee Report Ought to Pass” on a voice vote 14–10 and ordered it to a third reading. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor vetoed it on May 19, 2000. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2000 the House rejected a motion to lay it on the table on a roll call 134–203. On June 27, 2000 the House voted 194–148 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
