The Story
It was introduced on January 5, 2000 and referred to the House Municipal and County Government committee. The committee held public hearings on January 18, 2000 and February 15, 2000. The majority of the committee recommended that the House pass it by a vote of 16–2, and the report was placed on the consent calendar. On March 9, 2000 the House voted to pass it. It crossed to the Senate on March 16, 2000 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 1, 2000. On May 4, 2000 the House voted to pass it. The committee recommended that the Senate pass it. On May 11, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4510) was adopted to correct technical errors found after passage. The governor signed it on May 30, 2000, making it Chapter 202 of the session laws. It took effect on January 1, 2001.
