The Story

It was introduced on January 5, 2000 and referred to the House Education committee. The committee held a public hearing on January 26, 2000. The committee held work sessions on February 3, 2000, February 9, 2000 and February 11, 2000. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–5. On February 24, 2000 the House adopted “Susp Rules on Deadline” on a voice vote. On March 9, 2000 the House adopted “Reconsideration” on a roll call 178–176. On March 9, 2000 the House voted to lay it on the table on a roll call 180–174. On March 30, 2000 the House adopted “Susp Rules for deadline” on a voice vote. On April 13, 2000 the House adopted “Taken from the Table” on a roll call 203–153. On April 13, 2000 the House voted to pass it with changes on a roll call 216–143. It crossed to the Senate on April 20, 2000 and was referred to the Senate Education committee. The committee held a public hearing on May 3, 2000. The committee recommended that the Senate pass it with changes (amendment 4552). On May 18, 2000 the House voted to reject the other chamber's changes. On May 18, 2000 the Senate adopted “Sen. McCarley Accede to House request for C of C” on a voice vote. A committee of conference met on May 23, 2000 and May 25, 2000 to try to settle the differences between the two chambers' versions of the bill.
