The Story
It was introduced on January 5, 2000 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 26, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 15–0. On February 24, 2000 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 9, 2000 and was referred to the Senate Insurance committee. The committee held a public hearing on March 28, 2000. The committee recommended that the Senate kill it. On May 11, 2000 the Senate adopted “Sen. Cohen Special Order for May 18” on a voice vote. On May 18, 2000 the Senate adopted “Committee Report Inexpedient to Legislate” on a roll call 18–6. On May 18, 2000 the Senate adopted “Reconsideration” on a voice vote. A floor amendment (4624), offered by Sen. Cohen, was adopted on a voice vote on May 18, 2000, changing the text of the bill. On May 18, 2000 the House voted to reject the other chamber's changes. On May 18, 2000 the Senate adopted “Sen. F. King Accede to House Request for C of C” on a voice vote. A committee of conference met on May 24, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report” on a roll call 204–122. On May 31, 2000 the Senate adopted “Conf. Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4787) was adopted to correct technical errors found after passage. The governor signed it on June 21, 2000, making it Chapter 297 of the session laws. It took effect on August 20, 2000.
