The Story
It was introduced on January 5, 2000 and referred to the House Public Works and Highways committee. The committee held a public hearing on January 12, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On February 3, 2000 the House voted to pass it with changes. It crossed to the Senate on February 3, 2000 and was referred to the Senate Capital Budget committee. The committee held a public hearing on March 10, 2000. The committee recommended that the Senate pass it with changes (amendment 4512). On May 18, 2000 the Senate adopted “Committee Report Ought to Pass with Amendment” on a voice vote and ordered it to a third reading. On May 18, 2000 the House voted to reject the other chamber's changes. On May 18, 2000 the Senate adopted “Sen. Larsen Accede to House Request for C of C” on a voice vote. A committee of conference met on May 25, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report” on a voice vote. On May 31, 2000 the Senate adopted “Conf. Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 21, 2000, making it Chapter 295 of the session laws. It took effect on August 20, 2000.
