  • Status: Veto overridden, became law
  • Term: 1999-2000
  • House committee: Environment and Agriculture
  • Senate committee: Environment
  • Subject: Environment - Administration
  • Chapter law: 327

The Story

It was introduced on January 5, 2000 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 12, 2000. The majority of the committee recommended that the House pass it by a vote of 14–2. On February 24, 2000 the House voted to pass it on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on March 7, 2000. The committee held a work session on March 13, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 22–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 23, 2000. On March 23, 2000 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 23, 2000 and was referred to the Senate Environment committee. The committee held a public hearing on April 25, 2000. The committee recommended that the Senate pass it. On April 27, 2000 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 18, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor vetoed it on May 31, 2000. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2000 the House voted 275–63 to override the governor's veto on a roll call, meeting the two thirds threshold. On July 12, 2000 the Senate voted 14–7 to override the governor's veto on a roll call, meeting the two thirds threshold. It became law over the governor's veto on July 12, 2000, as Chapter 327. The governor had vetoed it, and the House and the Senate each overrode the veto by a two-thirds vote, which under Part II, Article 44 of the state constitution makes it law without the governor's signature.
