The Story
It was introduced on January 5, 2000 and referred to the House Election Law committee. The committee held a public hearing on January 6, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 27, 2000. On January 27, 2000 the House adopted “Special Order to Feb 3” on a voice vote. On February 3, 2000 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 3, 2000 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 8, 2000. The committee recommended that the Senate pass it with changes (amendment 3702). On March 16, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 23, 2000 the House voted to reject the other chamber's changes on a voice vote. On March 30, 2000 the Senate adopted “Accedes To House Request For Committee of Conferance” on a voice vote, on a motion by Sen. Trombly. A committee of conference met on May 23, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report” on a voice vote. On May 31, 2000 the Senate adopted “Conf. Comm. Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 21, 2000, making it Chapter 291 of the session laws. It took effect on June 21, 2000.
