The Story

It was introduced on January 5, 2000 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on January 26, 2000. The committee held work sessions on February 8, 2000, February 9, 2000, February 15, 2000 and February 22, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On March 23, 2000 the House voted to pass it with changes. It crossed to the Senate on March 23, 2000 and was referred to the Senate Insurance committee. The committee held public hearings on April 18, 2000 and May 2, 2000. The committee recommended that the Senate pass it with changes (amendment 4466). On May 11, 2000 the Senate adopted “Committee Report Ought to Pass with Amendment” on a voice vote. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it. On May 18, 2000 the Senate adopted “Committee Report Ought to Pass” on a voice vote and ordered it to a third reading. On May 18, 2000 the House voted to reject the other chamber's changes. On May 18, 2000 the Senate adopted “Sen. Wheeler Accede to House request for C of C” on a voice vote. A committee of conference met on May 25, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report” on a voice vote. On May 31, 2000 the Senate adopted “Conf. Comm. Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4778) was adopted to correct technical errors found after passage. The governor signed it on June 21, 2000, making it Chapter 290 of the session laws. It took effect on June 21, 2000.
