- Term: 1999-2000
- House committee: Legislative Administration

The Story
It was introduced on January 5, 2000 and referred to the House Legislative Administration committee. The committee held a public hearing on February 16, 2000. The majority of the committee recommended that the House kill it unanimously, 13–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 29, 2000. On March 29, 2000 the House voted to pass it on a voice vote. It crossed to the Senate on April 6, 2000 and was referred to the Senate Internal Affairs committee. On May 18, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 1, 2000, making it Chapter 223 of the session laws. It took effect on July 31, 2000.
