The Story
It was introduced on January 5, 2000 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on January 20, 2000. The majority of the committee recommended that the House pass it unanimously, 13–0, and the report was placed on the consent calendar. On February 3, 2000 the House voted to pass it. It crossed to the Senate on February 3, 2000 and was referred to the Senate Internal Affairs committee. The committee held public hearings on March 30, 2000 and April 13, 2000. The committee recommended that the Senate pass it. On April 20, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 20, 2000 the House voted to pass it. The bill was enrolled on May 4, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4250) was adopted to correct technical errors found after passage. The governor signed it on May 15, 2000, making it Chapter 135 of the session laws. It took effect on July 14, 2000.
