The majority of the committee recommended that the House pass it unanimously, 13–0, and the report was placed on the consent calendar. On February 3, 2000 the House voted to pass it. It crossed to the Senate on February 3, 2000 and was referred to the Senate Internal Affairs committee. The committee held public hearings on March 30, 2000 and April 13, 2000. The committee recommended that the Senate pass it. On April 20, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading.
