The committee held work sessions on January 26, 2000 and January 31, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 13–3, and the report was placed on the consent calendar. On February 17, 2000 the House voted to pass it with changes. It crossed to the Senate on February 17, 2000 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 15, 2000. The committee recommended that the Senate pass it with changes (amendment 3852). On March 23, 2000 the Senate voted to send it back to committee on a voice vote. On March 30, 2000 the House voted to pass it. The committee recommended that the Senate pass it. On April 6, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on April 13, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4073) was adopted to correct technical errors found after passage.
