The Story

It was introduced on January 28, 1999 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 16, 1999. The committee recommended that the Senate pass it. On March 4, 1999 the Senate adopted “OTPA (0166)” on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 1999 and was referred to the House Commerce committee. The committee held a public hearing on May 12, 1999. The committee held a work session on June 1, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 14–1, and the report was placed on the consent calendar. On June 22, 1999 the House voted to pass it with changes. On June 29, 1999 the Senate adopted “Senate Concurs W/ House Amendment” on a voice vote, on a motion by Sen. Cohen. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 9, 1999, making it Chapter 247 of the session laws. It took effect on September 7, 1999.
