The Story

It was introduced on January 28, 1999 and referred to the Senate Judiciary committee. The committee held a public hearing on April 7, 1999. The committee recommended that the Senate pass it. On April 14, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 15, 1999 and was referred to the House Judiciary committee. The committee held a public hearing on May 5, 1999. The committee held work sessions on May 11, 1999, May 18, 1999 and May 26, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 12–1, and the report was placed on the consent calendar. On June 9, 1999 the House voted to pass it with changes. On June 24, 1999 the Senate adopted “Senate Concurred W/ House Amendment” on a voice vote, on a motion by Sen. Pignatelli. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 311 of the session laws. It took effect on July 16, 1999.
