The Story

It was introduced on January 28, 1999 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 2, 1999. The committee recommended that the Senate pass it. On March 17, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 25, 1999 and was referred to the House Children and Family Law committee. The committee held a public hearing on April 6, 1999. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On April 22, 1999 the House voted to pass it. The bill was enrolled on April 29, 1999 — the final check of the text before it goes to the governor. The governor signed it on May 5, 1999, making it Chapter 29 of the session laws. It took effect on July 4, 1999. The committee held work sessions on September 16, 1999, September 23, 1999, September 29, 1999, October 20, 1999, November 30, 1999, February 2, 2000 and February 9, 2000.
