The Story

It was introduced on January 7, 1999 and referred to the Senate Finance committee. The committee held a public hearing on February 12, 1999. The committee voted unanimously, 8–0, to recommend that the Senate pass it. The committee's amendment (0144) was adopted on a voice vote on February 18, 1999, changing the text of the bill. It crossed to the House on March 25, 1999 and was referred to the House Finance committee. The committee held a public hearing on June 8, 1999. The majority of the committee recommended that the House kill it by a vote of 11–5. On June 22, 1999 the House adopted “Moved to June 23 session without objection”. On June 23, 1999 the House adopted “Special Ordered to June 29” on a division vote 225–17. On June 29, 1999 the House voted to kill it on a voice vote.
