The Story
It was introduced on January 7, 1999 and referred to the Senate Public Affairs committee. The committee held a public hearing on February 17, 1999. The committee recommended that the Senate pass it. On March 4, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 1999 and was referred to the House Election Law committee. The committee held public hearings on April 20, 1999 and May 4, 1999. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On May 13, 1999 the House voted to pass it. The bill was enrolled on May 20, 1999 — the final check of the text before it goes to the governor. The governor signed it on May 28, 1999, making it Chapter 75 of the session laws.
