The Story
It was introduced on February 18, 1999 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 30, 1999. The committee recommended that the Senate pass it. On May 13, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on May 13, 1999 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on May 27, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on June 16, 1999. On June 16, 1999 the House voted to pass it with changes on a voice vote. On June 24, 1999 the Senate adopted “Senate Concurred W/ House Amendment” on a voice vote, on a motion by Sen. Cohen. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 9, 1999, making it Chapter 257 of the session laws. It took effect on September 7, 1999.
