The Story

It was introduced on February 18, 1999 and referred to the Senate Environment committee. The committee held a public hearing on March 18, 1999. The committee recommended that the Senate pass it. On April 1, 1999 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 13, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on May 13, 1999 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on June 2, 1999. The majority of the committee recommended that the House pass it unanimously, 16–0. On June 9, 1999 the House voted to pass it on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on June 24, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On June 29, 1999 the House voted to pass it with changes on a voice vote. On June 29, 1999 the Senate adopted “Senate Concurred W/House Amendment” on a voice vote, on a motion by Sen. Russman. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 12, 1999, making it Chapter 275 of the session laws. It took effect on July 12, 1999.
