The Story
It was introduced on February 18, 1999 and referred to the Senate Judiciary committee. The committee held a public hearing on March 3, 1999. On April 1, 1999 the Senate failed “Recommit”, on a motion by Sen. F King. On April 1, 1999 the Senate voted to pass it on a roll call 18–5. The committee recommended that the Senate pass it. On May 13, 1999 the Senate voted to pass it on a roll call 21–3 and ordered it to a third reading. It crossed to the House on May 20, 1999 and was referred to the House Judiciary committee. The committee held a public hearing on May 27, 1999. The committee held work sessions on June 8, 1999 and June 15, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On June 22, 1999 the House voted to pass it with changes. On June 24, 1999 the Senate adopted “Senate Concurred W/ House Amendment” on a voice vote, on a motion by Sen. Pignatelli. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 325 of the session laws. It took effect on January 1, 2000.
