It was introduced on February 11, 1999 and referred to the Senate Judiciary committee. The committee held a public hearing on April 21, 1999. The committee recommended that the Senate pass it. The committee held a public hearing on May 26, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 9–5. On June 9, 1999 the House voted to pass it with changes on a voice vote. On June 24, 1999 the Senate adopted “Senate Concurred W/ House Amendment” on a voice vote, on a motion by Sen. Pignatelli.
