The Story

It was introduced on February 11, 1999 and referred to the Senate Judiciary committee. The committee held a public hearing on April 7, 1999. The committee recommended that the Senate pass it. On April 15, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 15, 1999 and was referred to the House Judiciary committee. The committee held a public hearing on May 5, 1999. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On May 25, 1999 the House voted to pass it. The bill was enrolled on May 27, 1999 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1999, making it Chapter 111 of the session laws. It took effect on January 1, 2000.
