The Story
It was introduced on February 11, 1999 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 23, 1999. The committee recommended that the Senate pass it. On March 25, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 25, 1999 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 21, 1999. The committee held work sessions on May 18, 1999, June 2, 1999 and June 8, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On June 16, 1999 the House voted to pass it with changes. On June 22, 1999 the Senate adopted “Sen Wheeler Concurred W/ House Amendment” on a voice vote. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 6, 1999, making it Chapter 221 of the session laws. It took effect on September 4, 1999.
